3、Qualification Requirements For Bidder
Qualifications or Performance:1)A bidder is a legal entity or other organization that responds to the tender, has obtained the tender documents from the tenderer or the tendering authority, and participates in the bidding competition. Any legal entity or other organization that has not obtained the tender documents from the tenderer or the tendering authority is not permitted to participate in the bidding.
2)Unless otherwise specified, any legal entity or other organization originating from the People's Republic of China or from any country or region with normal trade relations with the People's Republic of China (hereinafter referred to as "qualified source country/region") may submit a bid.
3)Legal persons or other organizations that have a conflict of interest with the tenderer, which may affect the fairness of the tender process, shall not participate in the bidding.
