3、Qualification Requirements For Bidder
Qualifications or Performance:*3.1 Qualifications Required for Bidders
*1)Overseas bidders shall provide registration documents legally issued in accordance with the laws of their country (region) of business operation.
*2)Domestic bidders shall provide the business license of enterprise legal person.
*3)Bidders shall submit the configuration list of the tendered equipment.
*4)The bidder must be the manufacturer of the tendered products or an agent authorized by the manufacturer. If the goods supplied under the contract are not manufactured by the bidder, the bidder shall provide the official authorization letter issued by the manufacturer (refer to the format specified in Volume 1 of International Competitive Bidding Documents for Procurement of Mechanical and Electrical Products).Bids authorized by the manufacturer's general agent, regional agent or other agents in China shall not be accepted; bids authorized by representative offices, liaison offices and other institutions without independent legal personality shall not be accepted. The original manufacturer's authorization certificate shall be provided.
*4)Bidders shall provide the original bank credit certificate issued by their account opening bank within three months prior to the bid opening date, or the scanned copy of the original. If the credit certificate clearly states that copy is invalid, the original must be provided. The tendering agency reserves the right to verify the original document.
*5)Bidders registered in mainland China shall additionally provide one of the following documents:Account opening permit issued by the People's Bank of China (scanned copy affixed with official seal); bank credit certificate indicating basic account information (original); basic deposit account information (bank format or bank seal impression); bank filed seal specimen card (scanned copy affixed with official seal); application for opening corporate bank settlement account (scanned copy affixed with official seal); or other supporting documents.
*6)Bidders shall provide sales performance of the tendered products in the past 3 years (January 1, 2023 to the bid closing date), and the performance entity must be the bidder itself. The bidder shall provide a list of sales performance contracts and key pages of representative major contracts as supporting documents, including but not limited to the contract cover page, procurement content page and sealed signature page of both parties.
